Why do licence and iqama renewals slip?
Expiry dates in scattered files
A licence in one sheet, an iqama in another file, a contract with a third person. Nobody sees the whole picture.
Fines are found late
You find out a Balady licence has expired, or about a municipal violation, after the fine lands, and sometimes after the objection window has closed.
Knowledge leaves with the employee
When the person handling the paperwork leaves, the dates, files and the way of following up leave with them.
How Mtheel works: three steps
Add your companies and branches
Record each company, CR, brand and branch once, and its licences, employees and contracts sit under it.
Enter licences by hand or import them from Excel
Enter each licence, certificate or contract yourself, or import the sheet you work from today and review it before saving. Enter dates in Hijri or Gregorian; both are shown. You can attach a photo or PDF of the document to the record.
Statuses are calculated and alerts arrive before expiry
Valid, expiring soon, expired or missing. Switch on the recommended alert rules with one click, and you get an email 90, 60, 30, 14 and 7 days before each deadline. You can change the timing and the recipients. SMS and WhatsApp: coming soon.

Frequently asked questions
What is Mtheel?
Mtheel is software for tracking government licences and iqamas for multi-branch businesses. You record licences, certificates, violations, contracts and iqamas for every company, brand and branch, and alerts reach you before deadlines.
Is Mtheel part of Balady or the municipality?
No. Mtheel is a private platform by BASE Solutions. It is not part of the Ministry of Municipalities and Housing, any municipality or any government body, and it has no connection to any government programme or system with a similar name. Official transactions are always completed on the authorities' own platforms.
Does Mtheel connect directly to government systems?
No. There is no direct connection to government systems. You enter the data or import it from Excel, and reminders are calculated from the dates you enter. Mtheel complements the authorities' platforms and does not replace them.
Is Mtheel an iqama expiry alert system?
Yes. You record employee iqamas, work permits and health certificates for every branch, and you get an email alert 90, 60, 30, 14 and 7 days before they expire.
Does Mtheel replace the Balady or Salamah platforms?
No. Renewals, payments and objections are done on the authorities' own platforms. Mtheel reminds you of the deadlines and keeps the record for all your branches in one place.
How do I follow an objection to a Balady violation?
Record the violation by its Sadad number with the objection deadline shown on the violation notice, then record the objection and its outcome: accepted, partly accepted or rejected. It all stays in the branch's record.
Where is my data stored?
We set out the hosting location and data policy in writing in the service agreement before you subscribe.
Can I import my data from Excel?
Yes. You import licences, violations and employees from an Excel file and review the data before it is saved.
Does Mtheel support Hijri dates?
Yes. Enter dates in Hijri or Gregorian; both are shown. Hijri dates follow the Umm al-Qura calendar.
Does the price include VAT?
Yes. The price shown, SAR 59 a month, includes VAT. It is a launch price for a limited time; the regular price is SAR 99 a month.
What is Mtheel AI and when will it launch?
Mtheel AI has not launched and is not part of the current subscription. We are working on reading licence details from a PDF or photo for you to review before saving, and on an assistant that answers from published official sources and your own data, for guidance only and not regulatory advice. No launch date has been set, and you can join the waitlist.
